What the Action Notification Network is.
The Action Notification Network, or ANN, was developed to notify it's users of fast breaking local news.  Structure fires and police car chases are examples of the type of incidents that are dispatched.

How ANN works.
A network of dispatchers from around the city monitor radio scanners, television, commercial radio stations, weather equipment, etc., and dispatch relevant incidents to ANN subscribers.  The dispatches are transmitted through the Internet email networks.  This means the notifications can be made to a regular email address, a text pager, digital cellular phone, or any device that has an email address.
